need to run the database_updates/tax_table_copier.cfm page - this makes a copy of each existing tax record for the new year

check for a new pub 15 on the irs.gov website - usually we only need a couple pages of the huge document. For example pages 1-6 or something like that.

brandon has a number of update files for tax stuff. I have stuff for fed, state, and fed/state allowances - add forms, bulk forms, etc.
	- this may be a good project to add these into master and put them under the database_updates folder.

we may need to run special database updates to update records.
